The Senior Medicaid/Public Health Data Analytics & Outcomes Evaluation Project Lead will support the design, implementation, coordination, and ongoing execution of data analytics and outcomes evaluation services for Idaho’s Rural Health Transformation Plan and Program (RHTP). This role will help organize and guide the evaluation, data collection, performance indicator tracking, reporting, training, technical assistance, quality assurance, and stakeholder coordination activities needed to support Department and CMS reporting requirements.

The ideal consultant will have experience supporting state health and human services agencies, Medicaid/CMS-funded programs, public health programs, healthcare systems, grant-funded initiatives, MMIS/MES/MIMS environments, data reporting programs, program monitoring, IV&V/QA, or comparable health and human services initiatives.

Preferred Experience:

State health and human services, Medicaid, CMS, public health, rural health, or federally funded program experience.

Experience leading or supporting complex, multi-year, multi-stakeholder programs.

Experience with data collection, data quality review, reporting, performance monitoring, dashboards, analytic reports, executive summaries, or program assessment deliverables.

Ability to coordinate with state agencies, contractors, subgrantees, technical teams, program leaders, and executive stakeholders.

Familiarity with CMS/HHS reporting expectations, federal grant documentation, data privacy/security, HIPAA/PHI/PII considerations, and government compliance environments.

Experience developing or supporting evaluation plans, performance indicators, data collection plans, analysis plans, reporting cycles, corrective action recommendations, and continuous quality improvement activities.

Experience preparing or contributing to quarterly reports, annual reports, performance indicator reports, learning briefs, assessment reports, findings, recommendations, or executive presentation materials.

Experience supporting cost analysis, funding distribution review, contract review, budget tracking, or sustainability analysis is helpful.
PMP, PgMP, Agile, SAFe, MECL/MECT, MITA, HIPAA/privacy, data analytics, public health, or evaluation-related knowledge is helpful but not required.

Education:
Bachelor’s degree in Public Health, Health Administration, Public Administration, Data Analytics, Statistics, Social Sciences, Information Systems, Business Administration, or a related field is preferred. A Master’s degree or higher is helpful but not required.

Equivalent professional experience in Medicaid, CMS/HHS-funded programs, public health, healthcare analytics, MMIS/MES/MIMS, program evaluation, data reporting, quality assurance, IV&V, or state health and human services programs may be accepted in lieu of formal education.

Responsibilities:

Serve as a project lead or senior workstream lead for RHTP data analytics, outcomes evaluation, reporting, and quality assurance activities.
Coordinate data collection and reporting activities involving Department staff, subgrantees, contractors, and other stakeholders.
Support development of the Idaho RHTP Evaluation Plan, including evaluation questions, performance indicators, data collection and analysis plans, reporting cadence, communication approach, and documentation practices.
Support implementation of data collection tools and processes for RHTP performance monitoring.
Review data quality, identify issues, document assumptions and risks, and recommend corrective actions or reporting improvements.
Support development of quarterly analytic reports, quarterly learning briefs, annual evaluation reports, annual performance indicator reports, dashboards, and presentation materials.
Provide or support training and technical assistance related to valid data collection, data use, reporting optimization, assessment tools, and continuous quality improvement.
Maintain project documentation, meeting notes, decisions, work products, risks, issues, and version-controlled artifacts.
Coordinate with Department staff, CMS-related meetings, PM contractor resources, and other RHTP-funded entities to avoid duplication and support aligned reporting.
