Position Overview:
Estrada Consulting is seeking a Project Manager / Business Analyst to support a municipal land-use and permitting system modernization effort. The role will combine project management, business analysis, stakeholder engagement, requirements development, vendor evaluation, and implementation oversight for a new land-use/permitting software system.

The ideal candidate will have direct experience supporting or leading public-sector permitting, planning, inspections, code enforcement, licensing, community development, or land-use system initiatives. This role requires a consultant who can work closely with City leadership, Development Services, Finance, IT, Code Enforcement, Utility Billing, and other stakeholders to assess current operations, define future-state needs, develop system requirements, assist with procurement, and support implementation of a modern COTS permitting/land-use solution.

The City’s current land-use system includes functions such as permits and inspections, code enforcement, licensing, online portal/fee estimation, IVR, cashiering, parcel management, general ledger interface, and document management integrations. The future solution is expected to support improved mobility, GIS/ESRI integration, electronic plan review, data conversion, public-facing services, and integration with City systems.

Key Responsibilities:
  • Lead current-state discovery and documentation activities, including stakeholder interviews, workshops, workflow reviews, data-gathering sessions, and process analysis across Development Services, Finance, HR/Payroll, Utility Billing, Code Enforcement, Licensing, IT, and public-user groups.
  • Analyze existing land-use/permitting business processes and system integrations, including permitting, inspections, code enforcement, licensing, fee estimation, cashiering, parcel management, general ledger interfaces, IVR, Laserfiche/document management, and related operational workflows.
  • Document current-state findings, pain points, manual workarounds, duplicate efforts, system limitations, integration gaps, reporting needs, data quality issues, compliance considerations, and opportunities for process improvement.
  • Facilitate future-state planning sessions with City departments, leadership, technical teams, and external stakeholders to define future operational needs, day-one requirements, preferred enhancements, regulatory needs, scalability requirements, and feasible modernization priorities.
  • Develop and maintain business process flows, workflow diagrams, system maps, requirements matrices, stakeholder feedback summaries, gap analyses, and functional/technical documentation.
  • Define and prioritize functional, technical, operational, data migration, integration, reporting, mobility, online portal, electronic plan review, GIS/ESRI, document management, and user experience requirements for a modern land-use/permitting system.
  • Support development of a public-sector software procurement package, including system requirements, scope of work, implementation expectations, vendor qualifications, pricing format, evaluation criteria, data migration requirements, integration requirements, and contract/compliance terms.
  • Assist with vendor proposal evaluation, including compliance reviews, scoring support, demonstration planning, interview coordination, requirements traceability, reference-check support, and objective evaluation documentation.
  • Support contract negotiation activities by reviewing pricing, service levels, deliverables, warranties, timelines, responsibilities, and risk areas, and by helping document agreements between the City and selected vendor.
  • Provide software implementation project management support, including project plan development, schedule management, milestone tracking, resource coordination, risk and issue management, change control, status reporting, stakeholder coordination, and vendor management.
  • Coordinate project meetings, including kickoff meetings, stakeholder sessions, clarification meetings, findings reviews, and management briefings. The role may require a mix of in-person and virtual meetings with City stakeholder groups.

Required Qualifications:
  • Bachelor’s degree in Information Systems, Business Administration, Public Administration, Urban Planning, Computer Science, Engineering, or a related field.
  • Minimum of 7 years of experience as a Project Manager, Business Analyst, Functional Lead, or Systems Consultant on enterprise software, public-sector technology, permitting, community development, land-use, licensing, inspections, code enforcement, or municipal modernization projects.
  • Demonstrated experience with land-use, permitting, planning, inspections, code enforcement, licensing, community development, or municipal regulatory systems.
  • Experience conducting stakeholder interviews, business process analysis, workflow mapping, gap analysis, requirements gathering, requirements prioritization, and system documentation.
  • Experience developing system requirements documents, RFP content, vendor evaluation materials, scoring matrices, demonstration scripts, implementation plans, status reports, and executive-level project documentation.
  • Experience supporting COTS software selection, configuration-focused implementations, vendor evaluation, and modernization projects where custom development is minimized unless required by business needs.
  • Strong understanding of integrations commonly associated with municipal land-use/permitting systems, such as cashiering, finance/ERP, general ledger, GIS/ESRI, document management, online portals, IVR, parcel data, and reporting tools.
  • Experience managing software implementation projects, including schedules, milestones, deliverables, risks, issues, dependencies, vendor coordination, and stakeholder communications.
  • Strong written and verbal communication skills, including the ability to facilitate workshops, present findings, document recommendations, and communicate effectively with both technical and non-technical stakeholders.

Preferred Qualifications:
  • PMP certification strongly preferred.
  • Experience with California cities, counties, special districts, or other public-sector agencies.
  • Experience with permitting or land-use platforms such as Tyler, EnerGov, Accela, CentralSquare, OpenGov, Clariti, CityView, TRAKiT, or similar municipal systems.
  • Experience with Tyler Eden, Tyler ERP/Munis, Tyler Cashiering, or public-sector finance/ERP integrations.
  • Experience with GIS/ESRI integration, electronic plan review, mobile inspections, online permitting portals, document management systems, and digital customer-service workflows.
  • Experience supporting software procurement, vendor demonstrations, contract negotiation, implementation readiness, data conversion planning, testing, training, go-live planning, and post-implementation stabilization.
  • Experience preparing deliverables for executive leadership, City management, City Council, steering committees, or evaluation committees.

Desired Knowledge, Skills, and Abilities:
  • Strong understanding of public-sector permitting and land-use business functions, including permit intake, plan review, inspections, code enforcement, licensing, fee calculation, cashiering, parcel data, public portal access, and interdepartmental approvals.

  • Ability to balance modernization goals with practical feasibility, budget constraints, staff readiness, vendor capabilities, and implementation risk.
  • Ability to remain vendor-neutral and provide objective analysis during system selection, proposal review, and implementation planning.
  • Strong facilitation skills with the ability to manage diverse stakeholder groups, resolve ambiguity, build consensus, and document decisions.
  • Strong project management discipline, including scope control, risk management, schedule tracking, issue escalation, meeting management, and executive reporting.
