Health Data Analytics Project Manager
Estrada Consulting, Inc. | Public sector health and human services client | Remote, US based | $70 to $100 per hour
About the role
ECI is looking for a project manager to lead a one-year data analytics engagement for a state health and human services agency. You will run the schedule, deliverables and governance sessions, keep State leadership informed, and coordinate a small team of analysts, a Medicaid subject matter expert and a data architect.
About the project
Estrada Consulting, Inc. (ECI) is assembling the team for a cloud-based data analytics capability for a state Medicaid-funded developmental disabilities program. The program holds claims, electronic visit verification, eligibility, provider, service plan and self-directed services fiscal data, and needs an integrated, explainable way to identify anomalies, emerging financial risk and opportunities for program improvement. The capability uses three tiers of analysis (rules-based checks, statistical comparison and relationship analysis), and every result is reviewed by State staff before any action. ECI has already built a working prototype on synthetic data.
Responsibilities
- Build and maintain the integrated project schedule, deliverable plan and resource plan.
- Lead weekly operational tracking sessions, biweekly or monthly workstream reviews and executive oversight briefings.
- Prepare status reports, including material risks, bottlenecks, governance issues and corrective action plans.
- Manage risks, issues and change control, and coordinate data access with State program, Medicaid and partner staff.
- Coordinate quarterly reporting inputs and the review of significant findings with State subject matter experts before any action.
- Plan documentation, knowledge transfer and transition so State staff can operate and extend the capability.
Required qualifications
- Three to five years or more managing projects involving data analytics, healthcare, Medicaid or other health and human services programs
- Proficiency in project planning, schedule and deliverable management, resource coordination and stakeholder communication
- Experience running status reporting, risk and issue management and change control with public sector clients
- US based and able to pass a background check before access to protected health data
Preferred qualifications
- PMP, CAPM or equivalent project management certification
- Bachelor's degree in project management, business administration, public administration, information technology or a related field
- Medicaid, HCBS, developmental disabilities or program integrity projects
- Stakeholder engagement and audit interview experience
- Experience leading analytics, data warehouse or Power BI projects
