About the Job
ArcGIS Dashboard Developer (Experience Builder and StoryMaps) (Ref: 1110405)
Estrada Consulting, Inc. | Public sector transit client | Remote, US based | $50 to $80 per hour

About the role
ECI is looking for an experienced ArcGIS web application developer to build a public displacement dashboard in the client's ArcGIS Online. This is the largest role on the project: you will configure and extend the Experience Builder application (map, year slider, station and corridor panels, charts, filters, data table view), build the key takeaways StoryMap and printable one-pager, meet WCAG 2.1 Level AA, and deliver a product that client staff can maintain without ECI.

About the project
Estrada Consulting, Inc. (ECI) is assembling the team for a public, map-based web application for a public sector transit client. The dashboard will show the results of a regional analysis of household moves around transit stations and corridors over a twenty year period, so that agency staff, partner agencies and community members can see where displacement pressure is building and what the data says about it.

ECI's proposed solution is built in the client's organizational ArcGIS Online: hosted feature layers, an ArcGIS Experience Builder public application, an ArcGIS StoryMap for the key takeaways, and a documented ArcGIS API for Python script that client staff will run each year to load the next year's results. The product must meet WCAG 2.1 Level AA and is turned over to the client with all code, configuration and documentation.

Responsibilities:
  • Build the public dashboard in ArcGIS Experience Builder: map with transit lines, control corridors and station areas colored by a displacement index; year selection across a twenty year period with play; phase coloring per corridor; station and corridor detail panels with household flow charts and control comparisons.
  • Configure Experience Builder widgets (map, filter, chart, table, text, section and page navigation) and, where configuration is not enough, build custom widgets with the ArcGIS Maps SDK for JavaScript.
  • Build the key takeaways story in ArcGIS StoryMaps (or ArcGIS Hub) with three to five findings, charts and map excerpts, definitions and how-to content, embeddable in the client's web pages.
  • Produce the printable one-pager and the accessible data table view of the same results.
  • Implement WCAG 2.1 Level AA across the application: keyboard operation, focus order, color contrast, text alternatives for map and chart content, screen reader testing.
  • Tune performance for public use: layer views, query limits, caching, responsive layout for phone and desktop.
  • Work from wireframes and a requirements traceability register with the business analyst, and fix defects raised by QA against the acceptance bar (zero critical or high, no more than five low defects at production).
  • Export application configuration, custom widget source and build steps to the client's repository; deliver handoff sessions and a recorded walkthrough for client staff.

Required Qualifications:
  • 7 or more years building web mapping applications, including at least 2 years of hands-on ArcGIS Experience Builder work on applications that went to the public (not internal demos).
  • ArcGIS Online proficiency: web maps, hosted feature layers and views, pop-ups and Arcade expressions, charts, filters and group layers.
  • JavaScript and TypeScript with the ArcGIS Maps SDK for JavaScript (4.x), including building or modifying Experience Builder custom widgets.
  • ArcGIS StoryMaps or ArcGIS Hub content production.
  • Practical WCAG 2.1 Level AA implementation and testing for map and chart content.
  • Experience delivering a configured ArcGIS application to a client that maintains it afterward, with documentation and configuration exports.
  • Portfolio of public ArcGIS applications you built, with links or screenshots.
  • US based and able to pass a basic background check.

Preferred Qualifications:
  • ArcGIS Dashboards and Instant Apps experience in addition to Experience Builder.
  • Transit, housing, land use or community development dashboards for a public agency.
  • Charting and data storytelling experience (Chart.js, D3 or Experience Builder chart widget) with time series and comparison views.
  • Python (ArcGIS API for Python) for data loading and validation.
  • Power BI or Tableau experience (ECI builds dashboards on these too).

Terms:
Estimated effort: About 430 hours over five months, roughly 20 hours per week.

Work Arrangement: Remote. All team members must be US based. Regular video meetings with the client's project team, its analysis partner and a steering committee are scheduled on Central time.

Duration: About five months, contingent on contract award. The expected start is early 2027.

Rate: $50 to $80 per hour, depending on experience.

Other Requirements: Candidates must consent to a basic background check (resume accuracy, professional qualifications, identity and criminal history) as required by the client. The candidate's name and a resume summary will be included in ECI's proposal.
